According to the website, This Partnership will be a vehicle for cooperation amongst Member States to exchange experience and expertise in technical and regulatory fields and prepare for the launch of EU-wide blockchain applications across the Digital Single Market for the benefit of the public and private sectors.
The commission stresses on creating something called Digital Single Market, to advance the innovation and ease in the digital world and encourage more co-operation on digital issues.

The article also talks about the decentralised nature of blockchain, and using it to promote user trust and using this technology in increasing number of digital services, such as regulatory reporting, energy and logistics in the coming years.
This European commission has spent 80 million Euros on blockchain projects already and plans to an additional 300 million Euros on various projects supporting the use of blockchain by 2020.
Mariya Gabriel, Commissioner for Digital Economy and Society, gave a statement that:
In the future, all public services will use blockchain technology. Blockchain is a great opportunity for Europe and Member States to rethink their information systems, to promote user trust and the protection of personal data, to help create new business opportunities and to establish new areas of leadership, benefiting citizens, public services and companies. The Partnership launched today enables Member States to work together with the European Commission to turn the enormous potential of blockchain technology into better services for citizens

This seems very bullish and makes clear that these European entities will use blockchain and it will be an integral part of society in a few years. The countries that will support and inculcate cutting edge technologies like blockchain will be in the forefront in the future and those who don’t will be left behind.(Guess some countries have still not understood this fully).
